But the warheads were made in Russia, the control mechanism for the trigger was in Moscow, even the rockets which were produced in Ukraine used engines originally designed in Russia by Energomash. Russia will nuke Ukraine first, infact it gives Russia casus belli to do so, but making Ukraine destroy itself is in line with everything else the west told Ukraine to do so far.Russia can just nuke the nukes the moment they arrive in Ukraine, no need to nuke US.
Having a viable nuke does not automatically give you deterrence. You need systems to deliver them in sufficient numbers. This is the most expensive and time consuming part. It took 20 years for NK to get capability to hit most of US, despite benefitting from China's experience. Even today, Israel cannot hit all of Iran even with supposed nukes. India cannot hit most of the northern hemisphere, and Pakistan can't hit much outside of India.
It's all hypotheticals anyways since there's no such thing as remaining Ukrainian SSR nukes. Russia picked them clean, and they always had control over the main components anyways. What remains is likely not even something that can be described as remnants of nukes, but more like rusty empty casings that once held nukes.
