This North South Corridor is not just economic project as it revolves around Caspian Sea and two Iranian ports . before it was only to the west side with one Iranian port. Russia-Afghan relations are centuries old not decades. In previous Cold war Russia and India were the only two countries that had indepth relations with Afghanistan and currently Russia may not want to be seen doing all the work and Arabs may be hesitant due to Iran in the middle. so India is next best option and considering Indian inroads into Gulf Monarchies and Global North. they can deal with sanction countries.
