Because it's absolutely not a hallmark of a normal upper class family to pay that much for some sketchy school for their 6 year old. A smart person would spend the time to optimize their child's time, not throw money at untrustworthy people to babysit them.It's a good thing that the complaints come from the top 1% or top 0.3% of China, especially if they are from the finance sector.
Also the cap is around 450 000 USD per year and there's apparently quite a few who get adjusted. That's fuck you money even in hyperinflated EU and US. You can't even make that much legally in most socialised EU countries. So much for "low" salaries in China. What's dragging down Chinese gdp per capita is just a relative lack of billionaires, the 10, 5 and 1% continue to have world beating living standards, at the cost of a few 0.01% mega rich being less mega rich than their Western counterparts.
Imho people don't need a salary from the government higher than 450k... When they get capped, afaik they don't lose hourly income, but rather are forced to take more time off.
