Absolutely in the medium and long term he is doing a service to every nation which suffers brain drain to the US. However it is an absolute diplomatic FU to India in light of everything that's been happening in India and Modi's current situation.
There is a great limit to how much Chinese H1B holders can learn from the US these days. The atomic age is over. For India however, H1B people can bring them a lot of progress like the Chinese from the 1920s to maybe even 2010s. We're approaching a time where it's overall more beneficial to not lose any more talent than to have the few return to China, bringing knowledge that's well and truly beyond what China's been capable of in the past. It couldn't have been timed better.

The cause of this failure was a lack of understanding in how deeply rooted the BJP is in the RSS's ideology. I earlier listed the political reasons for India joining the US-led Quad. But as I mentioned, there are complex historical reasons for this Quad alignment as well. Well, here's a quick summary of this very convoluted dimension:
The RSS/BJP believes that in order to secure its Greater India/'Akhand Bharat' fantasy, it will need the US on its side. This isn't just because the US is an opponent of China, but because in the RSS's ideology, the United States is a fellow 'aryan' nation. Yes, this is the same 'aryan race' idea which Hitler used. This 'aryan' concept probably originated in Europe with the British, who literally invented modern racism and then spread it all over the world via their global empire. The RSS later adopted this racist ideology as an insecure response to India's historical domination by the Muslims, allying with the Islamic Civ's nemesis, the West, which itself invented the 'indo-aryan' concept to justify its own 'Caucasian' superiority...

I think you might be overestimating how much this would affect the brain drain from India, there are always other destinations they can go to, UK, Aus and EU, hell even other Asian countries, would still be options for the highly educated.
Actually India has a bigger problem then just brain drain, the number of highly educated and rational minded seems to be very limited compare to the average, in a democracy where numbers matter the highly educated and rational minded might not have enough of a voice to make a difference, brain drain or no brain drain.
I've been listening to some Indian loving western academics like Christine Fair and noticing how one sided her political views are. Truly militant liberal mentality. Anything right wing is evil (unless it's Indian Fascism). To these people, Indians are all well-educated, peace loving hippies who have only love, prosperity, and cultural enrichment to offer the world. They think in only binaries despite being academics. I know they are overly emotional on politics and this is why they view India as perfection and to be protected and defended while India's enemies are by default 100% evil and indefensible.
They actually believe Tiananmen "massacre" had millions of protestors killed with no PLA deaths at the hands of protestors. They believe tanks ran over students despite the tank man video showing him climbing all over the tank while the tank stops every single time and the man living to old age. They forget how many Kashmiris are murdered and tortured by Indians on a weekly basis. How Muslims in India are actually treated worse than Indian propaganda suggests Uighurs are treated in China (all with the flimsiest of "evidence"). All the trashtalking, lies, slandering, and racism come from the Indians side. Some of the greatest injustice is how the West panders to India while it works against competitors like China. There's only one absolute truth to politics, ignore all moral posturing regardless of how convincing and heart wrenching. Everything can be misrepresented and the only absolute truth is the struggle for power, wealth, and influence. A strong military and economy is your best friend in this world. For the annoying flies buzzing around you like India, it is a problem to be destroyed at your earliest convenience. Ignore it at your peril, for it will lay eggs and create thousands more. Information warfare is all they have when their military and economy is pathetic by any real measure except their own inflated egos.
No point in staying in india anyway. There is a quota system based on caste that does not give either education or jobs to deserving candidates.
