Yes. I remember well the BBC had a gigantic picture and was selling rough spiked bats narrative last year.

I think you know the answer as well as I do Gatekeeper ;) Clearly these are Riot Police Shields, Requisitioned for the Border Troops. Why not order special shields for them? Better discount on larger orders and if the Print cost is charged Per Letter, than Police is cheaper than Border Guards. The bigger question for them is why they use the English word Police and written in Western Script not Indian?
Did they have to buy them in? Surely a great Super Power can produce its own Police Equipment and ensure its in its own language.

@SampanViking i think you are partly right about the economy of scale for the order of the riot gear but there is also an additional reason I think, and that is the fact that the Indians call their border guards the Indo-Tibetan border police, or in fancy acronyms ITBP, I would like to think that this is also another show of their intentions to annex Tibet, since they can just rebrand and drop the border in the name and you would have Indo-Tibetan Police which would certainly sound better than Indo-Tibetan occupation force, to the branding-centric Indians...
