I'm failing to understand the logic here. Am I missing something?

Iraqi F16s are essentially dead due to total lack of American spares support. They are basically paperweights at this point. Pakistan has the logistics and expertise to bring them back to full operational condition without much trouble, so would be a nice deal for both sides as Iraq gets jets they can actually fly and use while Pakistan gets fresh F16s for its F16 units.

The Iraqi F16s would need an upgrade as the USA sold gimped versions to Iraq with degraded capabilities.. those upgrades will probably cost more than a new JF17C ... so they make little sense for PAF now ...

That is not clear. They got block 52+ equivalents without AIM-9X and AMRAAM but instead AIM-9M/L and AIM-7.

Could be that their mission computers have the software to launch them (or not). If not then it's a matter of swapping the MC or changing its software. I'm sure the US would give permission for that to Pakistan if they approved the swapping deal.

SP35 ... Serial Production-35?

Previously, there were 2P-60+ that went to Nigeria.

1P - Block 1
2P - Block 2
3P - Block 3

Above are the patterns being used to elaborate designated blocks followed with serial numbers of that block, but this is 5P or SP makes no sense.

Have you considered the possibility that SP might be PS?

Although the photo indicates that it's either 5P or SP, it's clear that Block III's third sqdn is now in the making. If this was 3P-35, which makes sense, but block 5 is also unit number 35, and secondly, SP is irrelevant.
