ther's discusion in air international forum,claim that forward canard was consider "un-stealthy" ,second ,the reason why F-22 adopted 2-dimentional (?) TVC was stealth,the russian been developing similiar concept,and was tested in modified SU-27.while concept drawing of J-13 and 14 use conventional approach.
Official news from China Aeronautics Newspaper: Chengdu has won the design contract for J-xx over Shenyang after a full-scale model competition. Shenyang may get some subcontracts and the naval fighter contract, but Chengdu has won the meat!:china:

This means that they based the competition on full-scale models and not actual prototype aircraft fly-off's.
It's cheaper from central planning point of view, you don't have to fund both companies with R&D money... but I think the US model (YF-22 vs. YF-23) has its merits.

If they have a design to choose from to make a full-scale model, doesn't it mean they've gone through on all the testing in regards to the design? So the only thing left is waiting for all the components (i.e. engines, avionics, AESA, etc.) to become available which will tell how far China has come along in these technologies.
