I think people are blowing the HSR thing a bit out of proportion and I wouldn't conclusively or even half heartedly place blame of that crash necessarily due to the national HSR being developed "too fast".
China's military hardwares are like F1 aero packages, they are never finalized and are never fielded in large numbers. Since China is in a war and probably won't be for quiet a while, they probably will field/test the plane even before finalization of the design. When J-10 was fielded, there wasn't really a fine line between prototype and formal service.
The accident site isn't actually part of high speed rail to begin with.
However, I too think that 2013-2014 IOC is unrealistic.
I believe the one we see at Chengdu in the eyes of the public is not the latest J-20 development. The on at chengdu is just for public consume. Who the hell will test a latest state of art fighter jet in a crowded city and in the eyes of so many people?
I think simply the best would be to sit back, take a cup of tea and wait, wait and - at least I wil do so - listen amused to all these comments from so called Asia, Military, China or whatever specialists and analysts while they discuss.
Time will tell what type of fighter will be fielded earlier & in larger numbers ...
