And detecting a F-22A at 280km would probably be very difficult in real world circumstances, where the USAF would be employing EW.
Everybody will be employing EW. The radar that can see the furthest without EW will most likely see the furthest under an EW environment.

I don't disbelieve the AESA radar's 280 km range. However, I doubt its ability to track F-22s.

it could be a mix up in the translation. It may probably meant it can detect F-22 at that range, especially if the radar switches to a lower frequency, like in L-band. F-22 stealth is optimized for X-band. It's more detectable at lower frequency.

Consider that Phozotron-Zhuk-AE has only 650 plus T/R module for MiG-29,while J-10B AESA has 1152 T/r module.no wonder Chinese AESA designer may realized they are ahead on antenna design.particular in the area of "packaging".
But still ther's no data yet about J-10B AESA overall performance,her peak power,power,althought open text claim it achieve 10w output per module.

I spoke with a recently (i.e. within the past year) retired F-18 pilot, and he considers Chinese planes a much greater threat than Russian planes. His reasoning is that these days the most important thing is avionics, and the Chinese have much better avionics including radars. He believes that China is still at least 1 generation behind the U.S. in that front though, and he says he could identify the exact type of plane the Chinese are flying by counting the number of turbine blades before the Chinese radars can even detect his presence.

That's a pretty useful bit of information. Wonder which planes he's talking about though.

Any idea when the confrontation happened?

It is impossible for the operating frequency of a radar to change a few orders of magnitudes going from X-band to L-band. Also, a fire-control radar has to use X-band so as to have enough resolution for targeting. So, by stating 280 km range, the author most likely refers to X-band.
