Pardon, but let me ask You the same question in return: What makes you to come to that conclusion?
So far no J-10 had wing-tip pylons and to assume the D will have some is IMO similar far-fetched as to suggest it is a three-seater, has two engines or a bomb-bay!
My point is simply that so far no report reliable suggest so (only fan-boys hope so since more seems always to be better) and all say it has even more reduced RCS ... so additional wing-tip pylons are not the best option to improve this?!!

Compare the blue lines and red line that are where the wingtip hard points are, or supposed to be for J-10.
The yellow lines are flaps' hinges.
You can see that J-10's wing shape is different from both Rafale and Eurofighter. There is no room for a wing tip mount. The outboard hard point (in blue) on J-10 is the furthest place that the wing structure can support.
And don't expect CAC will redesign the wings, that is way too much involving not only significantly changing aerodynamics, lift and strength. One may change the vertical stabilizer a bit, but not the wings. Think about flankers and F-1Xs.

Oh, recall that the F-18 had its wings enlarged in the Super Hornet upgrade. So it's not completely impossible for a wing redesign, but you have to remember, the J-10 is Gripen or F-16 class, whereas the Rafale and Eurofighter are midweight fighters, like the old Hornet. It's only fair if the J-10 has lower payloads than the Eurocanards, given that it's typically cheaper.

Rafale is actually smaller than the J-10, I suppose you can argue that the Eurofighter and Rafale have 2 engines as opposed to one though.
Redesigning the wing to accommodate tip mounts will make kinematic performance suffer a little. What's the point of extra two pylons if existing storages are pretty much at max of what the frame and engine can handle.
If J-10 ever receives redesign along with higher thrust engines and/or TVC, it should be done to try and get supercruising ability with better supersonic agility. This will improve the fighter much more than two extra missiles. If the two main eurocanards can do it, J-10 should be able to achieve it even with external weapons.

Pardon, but so far not the slightest rumour gives a hint to Pakistan and do you really belive CAC will sell a TVC fighter before the PLAAF uses it itself?
IMO pure phantasy.
