This is the first image I have seen in years in which every soldier is wearing his vest properly (instead of letting it hang low like an apron and leaving half of the thorax exposed).

those digital NVGs really becoming prevalent now. any good info on exactly what it does? I heard it can transmit images to commanders.

Just curious, any idea why the soldiers sometimes don't wear them properly?

It’s not a SOP since they are not used to wearing plate carriers. Sure, the PLA peacekeepers did wear their plate carriers properly, but the knowledge didn’t spread thanks to the relatively small number of people deployed. Plus their threats were relatively minuscule when compared to the ones in peak-GWOT US infantry faced.

Because the quality of basic instruction on the new equipment is likely very low, due to the strong 'peasant' DNA of PLAGF. They just don't know how to properly handle modern infantry equipment. This is also a failure of the military industrial complex, which likely provided insufficient instructions and training for the new equipment it's churning out.
