what was the program that was cancelled? what was the reason?Likely ADNV digital unit seen in use at ex Cooperation 2024, along with a proper mounting bracket attached to 1224 helmet. Definitely has improved performance compared to the legacy 1224 digital eyepieces, and with the cancellation of the program's digital soldier system there's not much reason to keep those things around for much longer.

Is that an analog tube I'm seeing? surely looks like one....

Correction, it's not ADNV or even a digital unit for that matter. Seems to be a unit level procured monocular with NVT4 white phosphor tube.
For the curious the analog NVGs pictured worn by those handful of PLA troops are Yaksa-14XS (Alexi housing/Corgi-XS optics), as for the tubes they're likely NVT-6 purchased alongside the housing order. The whole bundle is HK produced so an easy enough small batch purchase. Photo is from the Yaksa Alexi shop page for reference.
