Anyway What we see here is the full family of type 21 uniforms both the Russian style Service uniforms and the Combat/work uniforms in front. The Type 21 has two different “greens” one is woodland (left) the other is Jungle (right).
Why do this? Different climates. China is a big country and has many different climate and terrain types due its geography, the combination of topography, declination and latitudes and of course moisture. A place closer to Southern inland China like say a based located in Yannan is probably going to be greener than a base in Tibet or Jilin. So the PLA type 21 was designed with two different green dominate patterns.

not sure what you mean here. PLA's Type 21 utilizes two different color palettes (green dominant and brown dominant) which are mated to summer and winter type uniforms, respectively. Both sailors in Kuo's pic are wearing the Type 21 summer uniform, but the reason they look different is most likely because of variance in dyes used by manufacturers due to lack of strict standardization.

Although possible, I am not sure that the case. As the sailor on the rights uniform as has less density of pattern than the one of the left. Which is more consistent with the other pattern.
What you are describing does happen but usually that kind of change has less to do with manufactures more with issues like where it is in the batch and materials.
The classic example is the U.S. Army “Pinks and greens” Where in the Wool coat took the same olive dye more solidly than the cotton trousers and shirt. The whole thing was dyed with the same shades of Olive drab, fade the olive it becomes more tan and tan can also take a pinkish hue. See the British Pink panther.
However that was over 70 years ago more modern materials and dying methods don’t have that much variance unless it’s a really dense material. The patterns are printed on more like ink from a laser jet.
Further for a modern military uniform if you are correct that variance by contractor could be a liability. Most modern camouflaged uniforms have to use special dyes to work in the Near Infrared spectrum seen by most NOD. Otherwise they have a tendency to contrast in such a manner as to be easily distinguished from the background.

Do anyone here know if the pla has handed out contracts for nvg development or if there are private companies developing ones with future contracts in mind. Examples are PVS 31, GPNVG-18, but most of all something similar to the ENVG. If not why, being able to operate in the night is going to be crucial in any war moving forward whether your defending or attacking. It could also be they already have new and capable nvgs that I don't know about and if so what are they.
