Oh I see what you mean. Having the straps depends on the user's mission. In that case, that is part of the Singaporean infantry's LBS, and infantry carry a lot of heavier equipment than high speed units do. They'll definitely need straps to support the load. However for high speed units, they would be carrying lighter equipment which don't require straps:

In the Chinese commandos' case, they are going for a high speed configuration.

On that specific point I'm afraid to point out that that is patently untrue. The PAP is first and foremost a public security force. Just because it also has an ancillary function, not secondary, not even tertiary, as a support force in the event of an armed conflict does not make it any closer in comparison to the US National Guard.

One big difference is simply their respective role, scope and composition. The PAP like mentioned is a police force first, reserve force second; whereas the inverse is more true for the National Guard.

A more appropriate comparison, I'd say, would be the French Gendarmerie instead.

And unlike the Army National Guard in particular, or Rosgvardiya for that matter, the PAP does not field the types of heavy military equipment that those forces do, nor does it engage in mechanised warfare as a result. That alone already precludes the PAP from areas of responsibility that would be within the purview of a proper military reserve force, and its primary duty that is to not only support, but supplement, and replace if necessary, regular armed forces in theatres of war that the PAP is simply not designed, capable nor equipped to operate in.
