noob here, saw a PAP Hebei Corps Qinhuangdao Detachment (not sure if it's the official translation) Soldier wearing a Multicam like camouflage and it belongs to the type 21 clothing system judging by the insignias and other details so it's probably not a purchased product, it seems the PAP has adopted a new transitional camo from it old woodland and desert camo or is it simply an experiment? I mean the two old type 21 camo surely didn't got the greatest camouflage effectness out there but does the PAP even have the need for camouflage? considering their non-combat or LIC purposes, an aesthetical camo pattern is more suitable than an effective pattern. my guess is it's kind of the combination between the following development of the type 15 camo and the "oh the US are wearing it I want something similar " scenario

2 part answer
First as of it the time of writing , yes this is official PAP camo, it has two versions, the one in the picture seem to me is the woodland
version and not a new one , it just the yellowish lighting that makes it looks like a new camo .Tt has a desert version. It doesn't seems like both of these versions are for testing , they are the standard new uniforms.
I don't know the history behind type 21 PAP camo development , but as for the need , I think they do have one.
It is expected for the PAP to conduct any mission that armed resistance is expected , they are not doctrinally handled by police or swat in China.
If the other guy have a gun , it is a job for PAP. Hell if he has a sword the police probably gonna call PAP.
So if a lot of US swat think they need camo, I think it fair to say PAP need camo.
PAP also functions as part of a reserve for the PLA , it is likely that in a event of war they will be called upon with the PLA reservist, and server as a rare security force ,in any way PAP is much closer to national guard then police.
