and another reason is - just received this explanation yesterday in n s similar discussion - since India always demands some special updates
A system that even Houthis occassionaly shoot down with there few generations old anti-air systems.
Kinda hard to believe but maybe.. Their P-8 was a downgraded version tho, without any apparent Indian specialized customization.
Also their Apache gunship.. How it could apparently not Hot and High rated for operation in Himalaya region ?.

23 years later, it has become 114 MRFA.
What happened in between? Endless bidding, negotiations, and 36 Rafales delivered in 2022 for $8.8 billion ($244m/aircraft). For reference, IAF had allocated $6.6b for 126 aircraft ($53m/aircraft).

Their (India) two front war strategy was and is a by product of grand delusion that's very typical of how India sees itself ever since its inception as a Republic back in 1947.
Its a country infamous for making grand proclamations and ambitions that could never be matched by their actual capabilities, know-how in just about anything one could think of. Traits like boasting, loquaciousness, unbridled arrogance etc...are hallmarks that have found them some success but these same traits are what have and will continue to stymie their delusions of supapowah status.
They could have bought three times the amount of Su-35s versus Rafales that they got.
