Their 10-year budget to support chip production is 10 billion USD?! That's just a rounding error.

$10 billion USD isn't even enough to build a single top of the line fab. For example TSMC fab in Arizona was planned to cost $12 billion USD. Although it is doubtful it will only cost that.

It is, however, enough to build a couple older 28nm fabs for example. Which if they had any brains is what they would be doing.
