The HK garrison still use them iirc, and them being a showcase unit, I would think they are pretty representative of what most PLA frontline units are fielding.

The PLA is very frugal to the point of being cheap most times. The HQ8 is still a very capable missile system, so I think they are more than happy to keep using them.

There are newer ATGMs the PLA are testing, and we have seen pictures of them years ago. Those might have started to be fielded, but I think its a good bet that the bulk of the PLA's infantry portable ATGMs are still HQ8s. Although PLA might be equipped with newer model HQ8Ls with a huge weight reduction, improved sensors and more sensible tripod and viewer allowing the operator to fire the missile prone.

In that first video missiles flight time was around 17 seconds (that's what my 50€ phone claims) and HJ-8's flight speed is roughly 220 meters per second, so they were almost 4km away from the target.

True, but a good forward observer force or patrols usually go beyond the horizon from the air base, therefore covering a at least 15 km or more range per day. They would be able to spot an on coming ATM fire team or their activities (foot prints, tracks, broken brush, noise activities, trash and small equipment left behind, etc.) around the area.

As of now the rebels are being owned by Assads forces

Now Asssad actually has a stratedgy, Iran is in the game and they know how to move how to hide and take the initiative

Iranian drones are flying over Damascus and guiding artillery, they are using them for surveillance

That's why Iranian embassy was bombed just a few days ago in Beirut because rebels are getting desperate and just a few minutes ago Shia backed by Iran just launched a mortor attack from South Iraq into Saudi Arabia they landed in a desert no damage done but it's a message to Saudi

Iran has many strings it can pull all over the middleast

It seems like the Assad Syrian Army got some new tanks. Who provided it for them, Iran, Russia or both?
