That clip is from the official state broadcaster, so no, it won’t get censored. And he is not the official representative of the PLA in general. He is a professor and a deputy director of an institute within the National Defense University.
Sorry for the inaccuracy, I’m probably a bit too excited since it is so overdue. The person do seem to hold a official position in the army? Can‘t seem to find a bio of the person.

Also his reference to “Kong-20” might be meaningful? Could be mispronounced, though I don’t think likely.

I also agree with you on the fact that he said Kong 20. People like him won't just randomly blab out something like that. However, based on what I know, I don't remember any Chinese aircraft that uses Kong as part of its code name. Also, I'll be damned. Your link doesn't work anymore, and I can't find that video anymore. Maybe he accidentally did spill a secret of two.

I think the mention of"kong" could possibly be referred to "Kong Jing 空警or KJ“,as in KJ-500/KJ600/KJ200/KJ2000.. May be he was supposed to said "kong jing" but only managed to said "kong" instead.

May be the "kong" that was mentioned is KJ-600 or a new KJ-XX based on Y20.

To everybody talking about Kong-20, the person clearly said "Hong-20" twice, it is just a "mistake" of speaking while thinking, nothing strange. Listen from 5:24.

Bit strange because he mentioned “J-20, Kong-20(?), Y-20, H(ong)-20”
But this person is a official rep of the army so whatever he said should be pretty credible.

I definitely heard the “k” sound after listening to it several times via your link. Plus he was listing the 20 series using his fingers. So, I definitely do not think he repeated “Hong - 20” twice.
