If we assume that 1) this is indeed taken at a military testing facility, 2) other models are close to 1:1 scale, and 3) the mystery model is also close to 1:1 in scale, then it's likely a drone.

May be just simplified RCS test article to explore separate elements of J-20 airframe like nozzles/fuselage interaction, antenna apertures, etc. The shape ...is just not optimal for LO UCAV both from aerodynamics and LO aspects.

Is there any reason why they would test the RCS of a scaled-down model instead of a 1:1 mockup? Wouldn't that affect the RCS and ultimately the lab data?

They could've used an anechoic chamber for H-20 RCS tests, though.
