1) Buying Russian planes doesn’t make much sense anymore given how divergent China’s and Russia’s weapons systems have become. This is not a hardware problem, but a software problem, and if the Su-35 purchase is anything to go by Russia isn’t amenable to accommodating China’s needs on this front.

2) Why wouldn’t China have the budget for two heavy bomber projects? Their GDP has already passed the US on PPP terms, and even if it’s shown signs of some slowdown it still hasn’t yet shown signs that it’s peaked. The conditions that led us to assume Chinese military procurement as budget constrained aren’t true anymore, so why would we continue to hold the assumption?
