Golly, have a good look at line drawing in your thread on keyforums were you asked for information on Russian ECMs. You'll see a Podkat on Novorossiysk there, right between two of Kantata-M Wine Flasks. Name Podkat is often mistakenly assigned to Kinzhal 3R95 FCS. The real MR-360 Podkat is a dedicated radar for detection of see skimming targets introduced in late seventies, when it was established that existing Angara, Kliver, Viskhod and early Fregats are unable to deal with the task.

Oh sorry...I fell exactly to that. As a silly westerner, I tough you were refering to Kinzhals FCR as the missile system was also fitted first time to Novorossiyk, yet non-visible in this picture.
Yeas there real awnser is the ECM suite which is different compared to the another two candinates, Minsk and Kiev and is clearly visible in this angle.
