If I remember well, in the Yom Kippur war the Egyptian army used some high powered water jet to destroy the high sand walls on Israeli side.
Maybe it is something similar. A test bad for high powered water jet to wash away obstacles.

since u said it's not iranian, it must be the original soviet/russian test rig for the Shkval. but i think the credit should go to snake65

but thats not the same boat, as its tube is strinkingly too narrow compared to the huge thing in Planemans pic.:confused:

It's a Cuban innovation. A heavyweight torpedo tube (probably 21", despite what Golly will say!), attached to a 'party raft' hull. Possibly submersible or semi-submersible. Recent.

Golly for the correct. Now we could subtract the 6m diameter torpedo gaff into account... I guess Golly is even now. Pic of the Libyan Koni III if anyone cares, it's quite different from the Koni's you see in most websites
