Modern young people in developed countries are just not suited to the type of war ROC needs to fight. That applies equally to mainland people, but there's a huge difference in stress level between the ones operating drones and the ones being targeted by drones. Your average Shanghai chick isn't gonna be useful in a trench under artillery fire, but operating a WZ-8 marking out targets on a map for PHL-16 complexes, that's a lot more inline with what collage educated young Chinese can be highly effective at.
