You could buy tiny quantities of the stuff you need as to not raise flags, but that also massively increase the time you need to gather enough materials to make a bomb. The longer a cell remains active, the greater the chance of discovery by police.

Drugs and people smuggling does happen. All the time. And those are done by common criminals who are out to make a profit.

A terrorist organisation like ISIS, with its vast wealth and probably support from several sovereign states, could be far more sophisticated in their operations and attempts.

So I don't think it's very clear cut at all which is more risky for the terrorist - either spend months or even years in the target country/city slowly accumulating dual use items in order to extract enough materials to make a big bomb; or smuggle materials and people through in bulk days or even hours before launching an attack.



No, that's entirely self contradictory! One cannot be a 'home grown' terrorist and a foreign refugee at the same time!

The fact that you have second, third or later generation immigrants turning to terrorism isn't damning on the immigrants ancestors who first came to European countries, but actually on the host countries that turned immigrants' children into terrorists!

I have never ever heard of even a single case where those second+ gen immigrants who later became terrorists were taught to be terrorists by their parents or grandparents, you know, the original immigrants!

This entire line of proto-ethnic discrimination is a massive part of the problem that made so many later generations of immigrants into terrorists in the first place.

It's the world's saddest chicken and egg question, which came first, discrimination/alienation or radicalisation?

But it's actually entirely the wrong question, especially in light of recent developments.

Europe has already failed spectacularly with its politics of fear and discrimination against migrants from certain parts of the world and who has a certain shared ethnic and religious background.

Instead of abandoning a clearly failed policy and trying something that has actually worked well in the past - embracing and actively integrating new arrivals like as done in the US, most (with the notable, noble exception of Germany) are actually taking all the bad parts of the old policies that helped spawn all those late gen home grown terrorists and making it exponentially worse in every way possible!

You have millions of innocents fleeing war, persecution and death, most with sometime child-like naivety about how wonderful they think the west is, risking death (with a heartbreaking number of them dying on the way), and then seeing all their hopes, dreams and sacrifices brutally stamped out by jackbooted masked boarder security guards who often use excessive brutal forced against desperate refugees.

One could hardly purposely create a better breeding ground for hatred and radiacliasation!

It's not the few mythical undercover terrorists masquerading as refugees that Europe should be truely concerned about. It's creating concentration camp style refugee towns on its very boarders where hopes and dreams of millions wither and die, leaving only dispare, anger and hatred in its place!

Which is why it's impossible to assimilate millions of refugees in one single instance like Europe is trying to do. It's difficult enough to assimilate 'homogenous' people like East/West Germans post Berlin but when you're trying to assimilate one with different culture, different language different religion it's IMPOSSIBLE!

US immigration worked because immigrants/refugees trickle in (per capita/GDP/landmass/time etc) AND for the most part those who came are relatively familiar with the US culture already.
They also do not have this BIG GIANT factor unlike the European refugees... and that's a different belief system which is incompatible with modern European secular culture.

Western Europeans are convinced that their country and lifestyle is SO fantastic that all the migrants will become dedicated and happy new Europeans!! Incredible naive thinking. Patronizing politicians effectively tell the public “There is not a single ISIS in the millions of refugees that come to europe, and if you dont agree then you are a bigot” And now, in Paris and Brussels, the hand that feeds is getting bitten.

Now Poland has refused to receive not even single syrian refugee, and i predict more eastern and central europeans countries will follow
What message is this to the future generations? If i was young and looking to establish a family I'd reconsider my living options in Germany. "Keep Calm and Go East" young men/woman. Places like Czech, Slovakia and Poland will offer you safety - the most important factor when raising a family.

EU countries would still be responsible for housing refugees who arrive on their territory, preserving a key principle of existing asylum rules known as the Dublin regulation.

Unlike under Dublin, refugees could be dispersed around the EU via a “corrective fairness mechanism” in the event that countries that are the first arrival point are unable to cope. Commission officials are anxious to ease the pressure on frontline states, notably Greece and Italy, which have been struggling to handle the large numbers of refugees and migrants arriving on their shores.

Countries that refuse to take in refugees would be required to pay EU states that are doing more. Although the sum has not yet been finalised, the draft law suggests “a solidarity contribution” of €250,000 (£198,000) per asylum applicant.

The idea chimes with the thinking of Italy’s prime minister, Matteo Renzi, who has long argued that eastern and central European countries should be denied EU funds for refusing to help with the EU migration crisis.

Hungary and Slovakia refused to take part in a one-off scheme to redistribute 160,000 refugees from Greece and Italy to other EU countries, but there was nothing in existing EU law to levy any financial penalty on them.

The corrective fairness mechanism would be modelled on that redistribution scheme, which has seen painfully slow progress. Out of the 160,000 refugees, only 937 were resettled in first six months of its operation.

Although the European court of justice routinely issues fines to countries that flout EU law, introducing fines for not taking refugees is likely to be controversial.

Guy Verhofstadt, leader of the Liberal group in the European parliament, said reform of “the outdated Dublin regulation” was essential. “Tough times require bold decisions, which is why I call on EU governments to give these proposals a fair hearing,” he said.

The plans represent something of a victory for David Cameron, who had strenuously campaigned to preserve the principle that countries that are the first port of arrival for asylum seekers should be responsible them.

Successive British governments have chosen to opt into EU asylum policy so they can send back asylum seekers to other countries. But Downing Street is likely to be concerned that a debate on the EU’s asylum rules could boost the Brexit campaign.

While European leaders have been scrambling to come up with a plan to stop migrants getting on boats bound for Greece, a parallel debate has been raging about reforming the EU’s defunct asylum rules.

In another boost for the British government, the commission states that any mandatory redistribution of refugees will take into account government efforts to resettle refugees from third countries.

Its an absolute outrage! and Barack Hussein Obama and Hillary Clinton are the Godfather's of this travesty, and their liberal European buds. Disgraceful!

Time to clean the scum out of the pond, and send those people home in peace!!

Absolutely an outraged.. but the politics of Europe dictate such things to placate Turkey. This is why in the long run a concept like EU will NEVER work because you are only as strong as your weakest link. If countries like Greece spread economic and financial hardships to Europe, a country like Turkey will spread social and political hardships to the rest of Europe.

No doubt Turkey plays a crucial role in NATO's southern flank however they have their own agenda at play and whatever benefit derived from that partnership is far outweighed by the negatives. Europe has and always will be individual entities no different than most countries in the world.

I didn't know a migrant can be worth that much or even have a substantial monetary value on them.o_O It's all just a proposal right now, I doubt it would fly (get passed by Brussels).

in low-income countries like the Czech Rep., €250,000 is huge money, I'll give you one example: off top of my head, Czech Military budget (22 thousand active duty + 8 thousand other employees to feed in addition to the leasing of one Squadron of Gripens :) and other expenditures to pay) is about 42e9/27 = 1.5556 billion of Euro per year; dividing 1.5556e9/250e3 would mean the fine for avoiding just 6222 Migrants
It's all just a proposal right now, I doubt it would fly (get passed by Brussels).

Well, after those recent events the german right wingers would get a further boost in support. A large part of people who endorse those "neo anti-foreigner" party do have legitimate concerns like how do we want to integrate all those people coming to us, if they are supposed to stay.

The current Government of Frau Merkel behaves like a headless chicken and the situation is simply a mess, and i'm not even talking about the whole EU refugee policy.

I believe Merkel is stuck between a rock and a hard place. She is trying to balance the EU do gooders, the pressure of the economy, and satisfying the concern of the local populace.
