Seems to me that the best way to understand the pronouncements from the United States government is to keep in mind the teachings from Orwell's 1984.

It kind of started in the Obama administration, where these tactics were used by the US State Department, but it took a four year hiatus under the chosen one President Trump, now with the Democrats back in power the teachings of 1984 is back in vogue.

All their plays will be called from 1984 that is the playbook.
I've always find it amusing when Westerners use 1984 to describe China.

China is not 1984 because China doesn't use war as a tool to deprive its people of the fruits of their labor.

1984 is more about the US than anyone else.

Comment: My view is that these articles indicate that the Biden administration wants to pursue a less hostile approach to China than Trump.

Biden administration wants collaboration with China on some issues (CO2 emissions) but will take a tougher stance on others (military, Hong Kong, Xinjiang, etc.).

What will China get from ‘collaborating’ with US on climate change? China is already the dominant player in solar energy and a leader in wind energy, Gen 4 nuclear and smart grid. What does the US has to offer besides demanding China to make bigger commitments?

It isn't so much "collaboration" per se but Biden undoing all the stuff Trump has done in the past 4 years, like rejoining the WHO and Paris Accord.

Unless there are some concessions from the us like removing some tariffs or lifting the chip bans, i really don't see much "collaborations" on anything especially when the us still insist on interfering with China sovereignity in xinjiang, tibet, scs etc, the trust (there is little to begin with) is totally gone

But not having to do Twitter diplomacy makes negotiation easier.

Don’t expect any serious reconciliations with China at least within the first 100 days of Biden’s term. Then again, there won’t be any aggressive diplomatic/military maneuvering either. Biden’s focus for the time being is gaining political battle by bringing COVID under control (at least compared to Trump). Once enough of the US population has been vaccinated and reopening has be achieved in earnest, expect more international maneuvering from Biden.

If they're not talking about military attack, it's pretty much a bluff. That's the thing. They talk everything but military. Why not threaten war? If they would easily win like they believe, why not threaten it? What ever else they come up with will hurt them economically and probably more than China.
