The plan with TPP is similar to the decoupling hype right now. That is, with TPP, companies should move out from China to TPP member countries to benefit from lower tariffs. However, the mood with trade deals might be low in the U.S. at the moment, not to mention that Biden's buy American program might not be compatible with TPP / CPTPP.
