This is just my personal opinion. I could be wrong.
I believe the farmland on the right side of the island belong to another shipyard Hudong Zhonghua HDZH, so the only land possibly belonged to JNCX, and without obstruction of piers are these 2 sites as marked by me. The one marked in red has higher probability.

I think my assumption that a 3rd basin is to be build is a mistake. I checked back the construction of the 2nd basin, and found that the dredging work took about 84 days to complete. Therefore it is almost impossible that a 3rd basin's dredging work coud be completed in 18 days.
Further repeat reading on the notice issued by China MSA, I am now convinced that @horobeyo is correct in his twitter saying that the dredging is for deepening of basin #2.

With the launch of the Type 003 aircraft carrier expected within the next few months, rumor has it that China has already started the construction of the 4th aircraft carrier for China's PLAN.
Is the rumor true? And if so, where is the 4th aircraft carrier being constructed?
Would the 4th aircraft carrier going to be the 2nd member of the Type 003 class, or the 1st member of the new Type 004 class?
In relation, would the Type 004 class also be IEP powered, nuclear powered, or hybrid nuclear-IEP powered?
This is because I am genuinely confused by a number of conflicting information and reports, such as:
1. Type 004 would be nuclear powered;
2. Type 004 would still be IEP powered/hybrid nuclear-IEP powered;
3. There would be an even newer Type 005 that would be nuclear powered;
4. China gave up on developing nuclear propulsion system for their aircraft carriers, meaning that no Chinese aircraft carriers would ever be nuclear powered;
etc.

If China is already building a 4th carrier it should still be of conventional type and likely similar to 003.
All data we have suggests the carrier nuclear powerplant is not ready yet.
But it is a work in progress and could be in component level testing right now.

I doubt it. The PLAN has never operated a CATOBAR carrier in its history, and the commissioning of 003 would involve new platforms like KJ-600 and the J-XY (J31?). Depending on how you look at it, the catapult capable J15T and the J15D could also be considered "new" aircraft that have never been deployed on a carrier before. I'd expect the PLAN to run with the 003 for a little while, getting familiar with how a modern CATOBAR carrier operates, how it's different from the current STOBAR ones, any deficiencies or oversights in their current design, etc. before using this knowledge to improve on the next carrier.
If the PLAN does decide to build a second and improved 003, they might focus on moving the starboard catapult's jet deflector away from the forward elevator by either slightly lengthening the ship or figuring out how to shorten the catapult a bit. Maybe expand the hangar slightly, add stuff onto the superstructure, streamline the construction process, etc. Ultimately if there are plans for a second 003, the PLAN is probably waiting to see how the current design does before deciding if they want to change anything for the second.
Yes the most appropriate and safetest way is to operate 003 for a period of time. Discovering as many defects as possible for a better next one.
However the regular time consuming schedule seems to be risky strategically.
I really doubt its a feasible solution while the top leader already pointed out what the pace of navy development should be.

The main problem I think is the lack of suitable training resources. Having an extra CATOBAR carrier would help train more pilots and flight crews in the actual conditions to be encountered in the later operational carriers. The powerplant is kind of irrelevant for this since the only difference with respect to crews would be the powerplant mechanics. The J-15T and J-XY will be superb fighters for this carrier. But China also needs a modern trainer aircraft and all the other aircraft a supercarrier would use.
