I think my assumption that a 3rd basin is to be build is a mistake. I checked back the construction of the 2nd basin, and found that the dredging work took about 84 days to complete. Therefore it is almost impossible that a 3rd basin's dredging work coud be completed in 18 days.This is just my personal opinion. I could be wrong.
I believe the farmland on the right side of the island belong to another shipyard Hudong Zhonghua HDZH, so the only land possibly belonged to JNCX, and without obstruction of piers are these 2 sites as marked by me. The one marked in red has higher probability.

Further repeat reading on the notice issued by China MSA, I am now convinced that @horobeyo is correct in his twitter saying that the dredging is for deepening of basin #2.

I doubt it. The PLAN has never operated a CATOBAR carrier in its history, and the commissioning of 003 would involve new platforms like KJ-600 and the J-XY (J31?). Depending on how you look at it, the catapult capable J15T and the J15D could also be considered "new" aircraft that have never been deployed on a carrier before. I'd expect the PLAN to run with the 003 for a little while, getting familiar with how a modern CATOBAR carrier operates, how it's different from the current STOBAR ones, any deficiencies or oversights in their current design, etc. before using this knowledge to improve on the next carrier.With the launch of the Type 003 aircraft carrier expected within the next few months, rumor has it that China has already started the construction of the 4th aircraft carrier for China's PLAN.
