Yes the most appropriate and safetest way is to operate 003 for a period of time. Discovering as many defects as possible for a better next one.
However the regular time consuming schedule seems to be risky strategically.
The best idea is to plan an evolutionary process, launch a new aircraft carrier every two to three years, and allow for the ability to incorporate last-minute changes.

I think that's exactly what we can see.

I think my assumption that a 3rd basin is to be build is a mistake. I checked back the construction of the 2nd basin, and found that the dredging work took about 84 days to complete. Therefore it is almost impossible that a 3rd basin's dredging work coud be completed in 18 days.

Further repeat reading on the notice issued by China MSA, I am now convinced that @horobeyo is correct in his twitter saying that the dredging is for deepening of basin #2.

Sorry guys, my mistake, no 3rd basin is to be built.

To sum it up, the illustration above is just the depiction of how the relocated Hudong-Zhonghua Shipyard would look like once the relocation work to Changxing Island is completed in late 2023. The shipyards are relocated next to the current Jiangnan Shipyard.

There is no mentioning of any 3rd basin by both Jiangnan and Hudong-Zhonghua, though.

actually it says it here in bald: 建设项目主要包括研发设计楼、船体联合车间、曲面分段装焊车间、舾装件模块中心、涂装车间、1#室内船坞、2#露天船坞、港池、舾装码头等,规划建筑面积46万平方米,形成年建造6艘特种船的生产能力,计划于2023年底建成。
New basin is part of this project.

Exactly. It's quite clear in the picture that the new basin (or harbour pool, if you like Google Translate) will be adjacent to the two buildings on the East side of Basin No.2.

Going back to Temstar’s post below, I think we all missed out the main title which reads “deepening works”, with the location quoted as the “waters”of the 1200m by 300m basin.

Notice for dredging out an area 1200m by 300m in the 3rd production zone by Jiangnan Shipyard between 12th of March to 31st of March. Some in China believe this is a sign that 003 will be launched soon.

This notice alas isn’t about the third basin regardless whether there is one in the pipeline.

Okay, so in order to clear things up:

The new basin to-be-built/built is for Hudong-Zhonghua Shipyard, not Jiangnan Shipyard.

Jiangnan Shipyard would only deepen the existing 2nd basin, not building a 3rd new basin.

Hudong Zhonghua Phase 2 expansion on Changxing are news I already mentioned over a year ago in the Chinese shipbuilding thread. Unless HDZ is going to make the fourth carrier, it has nothing to do with the carrier build. If its going to be warship related, its going to be more 075/076 built there. But the main focus of the expansion lies more in beating the Koreans as the top shipbuilders in the world, pumping out as much mega containers ships and LNG carriers. Aircraft carriers are more like collateral side products of this expansion.
