I believe the lock down is only for like 10 days all together on both sides of the city? Compare to the length of time required to build and commission a carrier, that is negligible, and easily made up.

On the other hand, if the work wasn’t stopped, and a a big cluster of Covid developed amongst the skilled workers and dependents, the effect would likely be substantially more long lasting, although likely still be negligible next to the time frame of carrier construction.
