No time was wasted, because the next aircraft carrier is based on the (construction-) experience with 003. For this, 003 first has to reach a final state. Perhaps the hull of the next aircraft carrier has already started somewhere. It takes time for modules to be recognized as part of an aircraft carrier.

Do the pilots feel any difference taking off from stobar vs catobar?Nuclear makes little difference. 003 class will be able to operate the full air wing types as future nuclear carriers, so they can built as many 003 classes as they want/need and use them interchangeably with future nuclear carriers with zero issues.
001 and 002 will be the odd ones out. But if China is to build up to a double digit carrier fleet, then they would still have immense training value for their entire operational lives because currently the USN wastes a Nimitz class on training duties. If the PLAN gets rid of 001 and 002, it will just mean it needs to also set aside a 003 or future CVN class ship for training ops instead.
For carrier training, it’s the landings that are the more important thing to practice, so 001 and 002 being STOBAR means very little.
Landed fighters can take off via ski jump if needed since they don’t need to worry about payload or fuel, and can meet up with tankers shortly after take off if needed. And if anything that will only enhance the training value.
