I think decision of when the ship will be commissioned once the ship is physically largely complete is a political one. The ship could be commissioned as soon as she ran her sea trial and proved herself seaworthy, which can occur within 1-2 month of the ship being ready to sail for the first time, Or the PLAN may not formally accept her as an operational warship until it is fully satisfied that not only is the ship fully functional, but the doctrine associated with operating is proven as well. I think the commissioning date will be much closer to the ship being shown to be seaworthy than the ship being ready to fight.

I expect the commissioning date will likely be halfway between when the ship is shown to be seaworthy and between the ship being operationally capable, based on recent past practice of recent warship types, including CV-17.

If you're arguing that you think they will make a deliberate decision to commission 003 earlier for some reason, that is fine, but you should acknowledge that would be somewhat of a deviation from their recent past practice where the key subsystems and functionality of major new warship types -- including CV-17 specifically -- are verified prior to commissioning. And it is only after commissioning that the training, tactics, and warfighting capability is pursued.

I think CV-17, being the first ground up domestically built carrier, had to prove China was up to all aspect of very large warship construction, which China has never previously done. 003 benefited much from the confidence gained with the 002, and only need to prove Chinese EM catapults worked, and any incremental improvement over 002 in other areas functioned effectively. Beside the catapults, the main new technical uncertainty with the 003 has to do with new aircraft and new doctrine, not the carrier herself.

With the way things shaping up, 003 will be launched Q4 this year. Fitting and trails taking 1 to 1.5 years and commission in 2023.
Meanwhile they might start construction on sister ship (second 003) next year. It might have some slight variations from 003 but it will certainly be CV.

The pace of PLAN buildup is astonishing.
Not at all, the pace of PLAN isn’t faster than the US during Cold War and Cold War II is around the corner,ACs&SSN/SSBNs are short in both numbers and qualities ,I seriously don’t know what’s astonishing about it.
There’s a Chinese proverb says“文无第一,武无第二”,there’s no No.2 on the battlefield, and that No.2 is us right now, every time I see a westerner posts such words I feel sick,it’s like PLAN is competing with Indian navy for some worthless bullshit,a navy which couldn’t compete with USN on the Pacific Ocean isn’t impressive, not at all,and No.2 navy is the most expensive and worthless piece of sh!t one can imagine
