Only if it's commercial. When it's a monopoly and government bears all the risk. There's no fear of spending. What ever perceived risk left also applies to the copier. There's no guarantee that the copy and paste guy will get it right. So There's a risk for them as well.

The reward is great for the Pioneer being the first to have these weapons. All other would be copiers are just chasing bit never over taking.

Well from experience you never get the full set of the original drawing doing retrofit . Because when you built the ship they will took this drawing all over the shipyard and then back to their office. forgetting to return it to the drawing vault or don't even bother to return it . Now this is before the electronic drawing system. Now a days it is easier to keep track of drawing because of digital drawing format. And they are kept in cloud server. But my understanding Ukraine was contracted to start digitized the drawing but never completed then Soviet Union implode. I guess the Chinese spend years digitizing the drawing and they say a lot of drawings are missing. But more important then drawing are the people and know how to built it. But those people are dead or retire and no way to consult. Also all the component save for the driving train are all Chinese designed and built

Shipbuilders don't have any sort of a policy to have some copies of everything for safekeeping?

They do have sepia a plastic like original where they make blue print but not sure in the confusion of soviet break up they kept it in good order. I doubt they have it Ukraine because the design of Varyag is done in Russia part of Soviet union only blue print is send to Ukraine
