Is it feasible or possible for PLAN to retrofit both CV angled deck with EMALS? That way they could accommodate fixed wing awacs and maybe certain UCAVs.

The fact that they have mockups of J-35 on one of the old CV already, tells you that it's probably not gonna happen.

if something like a "Guam Naval Treaty" was signed between the US and China and prohibited further carrier building, thus making it worthwhile to squeeze every last bit of performance out of existing Liaoning and Shandong. In every other circumstances the money and effort would be better spent being put into building new carriers.
