Later, during a relevant meeting, a personnel primarily involved in importing weapons for the PLA (mainly from Russia) proposed that since the predecessor of the Liaoning, the Soviet-era project, had the code name 1143.6, the digits at the beginning and end—1 and 6—could be combined to form "16" as the hull number. This idea carried the beautiful metaphor of "有始有终" (meaning "to carry through from beginning to end"), and it ultimately gained unanimous approval.
