It's the same for most of the countries around the world. For every case that got detected, there are a few other cases that go undiagnosed.
Take the case of the U.S. 50,243 deaths (for today) point to 2.5 million already got infected with the virus (with a death rate of around 2 percent.) That is about 3 times the official number of confirmed cases.
Hubei province is a special case for the reason that it got hit by an unknown virus out of the blue, it simply didn't have the tools and facilities to do the tests at the beginning of the outbreak.
To be fair the institution should do the same research on the U.S., U.K., Italy, etc and not just concentrate on China.

At what level do people pull the president off the stage and just declare him mentally unfit? Is there such a threshold or could he just get nude on stage, dance the macarena while reciting lines from Dumb and Dumber and everyone would just have to accept that that's the POTUS?
And yes, Donald Trump's scientific recommendations that you are about to read below are indeed easily stupider than anything anyone managed to come up with for Dumb and Dumber, so brace yourself.

As you see it gets in the lungs, it does a tremendous number on the lungs, so it would be interesting to check that.”
Bryan later said that using disinfectant to clean the lungs is not possible. “Maybe it works, maybe it doesn’t work,” Trump then said.
