Taiwan refused to admit patients with high fever so its hospitals never got overwhelmed. It is a strategy that employed by many countries including the West, Japan and South Korea.

Don't think China could refuse service. So sendng most patients to makeshift hospitals to monitor them is the only way to alleviate the stress of the healthcare system.
