At the moment, covid vaccine is category 2 vaccine which can't be mandated to be vaccinated to everyone. However, the government probably is concerned about the adverse affects of forced vaccination. People would blame the government if their parents and grandparents pass away after vaccination even if vaccines might have nothing to do with it. Most elderly especially those over 80s have long term diseases that could died suddenly which would become a major social problems.Why hasn't China forced it's population to be 100% vaccinated? It clearly is capable of mass 100% testing everyone in a megacity multiple times.
