AFAIK China has not changed from their dynamic zero policy? What's the reason behind all these surges? Is it coming from HK?
Hong Kong, mails and parcel from HK, borders with Russia, Vietnam, and Myanmar. Also dynamic zero has become more surgical so that it wouldn't be that disruptive. Therefore, there are possibilities that it would take more time to exterminate a new pop up than before.

Of course, but when you have so many mails and packages then it is a problem especially during the winter. You just need one person to get infected from mails and packages that the virus would spread like fire.
Fatigue I guess. It's hard to keep majority of the population on full alert for months without breaks.
Most cases in Guangdong are likely form HK. Not sure of other places.

Have you seen India? Yes, it's a very sensible assumption that India has herd immunity.
Only countries that have zero covid policy would need to worry about people getting infected from mails and parcel.
