I have heard of news that racism is on the rise against Chinese in the UK since this coronavirus happened. Not sure about elsewhere in the world.

They changed the diagnostic criteria once again. They are using the old method again, both for Hubei and the rest of China. Now only those who have positive rRT-PCR test or viral genome are categorized as confirmed. Anyone else, including those with positive clinical symptoms, is just suspected. As a result, the confirmed new cases decreased drastically to less than 400 on 2/19/2020.

They didn't change the diagnostic criteria. They are only subtracting be out the previously clinically diagnosed patients by evaluating their PCR results and general presentations. As a result, a total of 279 cases were taken out.

That's the only correct way to do it and that is the definition of confirmed. In cold and flu season, attributing everyone with flu-like symptoms to COVID-19 is nonsense, but for safety, they can be called "suspected" until tests prove otherwise.

China's Hubei reports 349 new coronavirus cases, lowest since Jan. 25

BEIJING (Reuters) - China's central Hubei province had 349 new confirmed cases of coronavirus on Wednesday, the province's health commission said on Thursday, down from 1,693 a day earlier and the lowest since Jan. 25.
That brings the total number of confirmed cases in Hubei to 62,031.
The number of new confirmed cases on Wednesday was the final tally following deductions of 279 cases from 10 cities in Hubei, according to the health commission.
The number of new cases reported by the commission every day is a net figure that includes such deductions.
On Wednesday, China's health authority released the sixth edition of its diagnostic criteria for the coronavirus, removing a category of cases diagnosed clinically, such as through chest x-rays, in Hubei.
The Hubei health commission did not say in its statement if the sharp drop in the province's new confirmed cases on Wednesday was due to the change.
Excluding the deductions, the number of new cases on Wednesday stood at 628 - still a drop of more than 1,000 from the previous day.
