It is normal for production to ramp up slowly to begin with. But I would have to agree 13 aircraft in one year is too slow.
Is it supplier issues, problems at the manufacturing plant itself, or what?

this is first year of C919 production and 13 aircrafts will deliver. so production will ramp up in next year. more than double of that.. COMAC intend to hit three digit production by 2028 .. let see

as you know, second final assembly line construction is undergoing. so it doesn't look like problem in manufacturing plant. due to Russia-Ukraine war civil aviation supply chain facing problems and delays.

They delivered their first C919 aircraft two years ago.

as you know, second final assembly line construction is undergoing. so it doesn't look like problem in manufacturing plant. due to Russia-Ukraine war civil aviation supply chain facing problems and delays.
While there are issues due to lack of aviation grade titanium which used to come from Russia and the like, a much bigger issue is that the aviation majors throttled down aircraft production pre-COVID and now they have issues getting production of parts and aircraft back on track.

Supply chain issue would seems to be something that China knows how to solve, and then using it as a competitive edge:
