RTS as a genre is pretty dead and is unlikely to find mainstream success again. Simply requires too much time investment when compared against newer games.

The number of RTS players didn't decline, it's just the return on investment isn't high enough for Western devs.
The economics changes when a Chinese team on a 10 million USD budget can make an RTS game that sells a million copies.
In the West most none-indy games that sell a million copies is a giant financial failure.
