What if this is a commanding unit who monitors multiple UAVs and give decisions on what actions to take, and they have separate pilot control units who's job is just to fly the plane.

The joystick may just be for controlling/switching cameras/planes ect.

I think we need more info before we over-analyze this picture.

But I also think it is very likely that the consoles have not been fully installed at the time the picture was taken. The chair still has the plastic shrink wrap on it! The throttles are missing (using another input device/method would make little sense since the throttle and stick works so well and is already very widely known and used. Why re-invent the wheel?), and the space between the two operators is also unusually blank when you consider how efficiently all other available space has been utilized.

They may want to keep that space clear to make the rackmounts accessible. I think the throttles were just abstracted into some GUI widgets. What I like least about the top picture is the temperature of the lighting...

eh... your "temperature of the lighting" got a point, the devils are in the details. Chinese "managing" of things dose have its shortcoming of ... what's that word? 人机工效 (Human-machine engineering?)

Another word for it is ergonomics. Lighting conditions and colour scheme that's too bright is tiring to the eye. Some culture seem to like bright colours. :D It still should be okay if the lighting can be dimmed down and is of warmer colour.
