Why would the US ease exports to the ME as China "tries to recover" from an US ban? That makes no sense.

The US is easing AI exports because China is beginning to replace NVIDIA in the domestic marketplace and the US is afraid that at some point MENA nations might move away from NVIDIA to the Ascend class or other Chinese made chips.

As long as Ascend is slower than Nvidia, ME won't buy it.

When I read that I thought the three dimensional memory chip was HBM DRAM. But nope.

This is Phase Change Memory i.e. something like Intel Optane aka 3D XPoint.
