Really? Why did they agree to the initial restrictions?
I have no proof but my guess is the original ones contained too much American content. Now the rules have been changed such that any American content is too much. They must be completely zeroed out of the supply chain. My guess is the new units to be shipped meet that requirement but the Americans are still trying to block it. That means it was always just an excuse. Pure lawfare in facilitation of tech war. Now ASML's back is against the wall and they finally decided that the remaining profits at stake are too important, they are fully compliant with law, and they will not respond to pure American diktat. They must serve their shareholders and are not an SOE.

Reuters) -The U.S. is considering unilateral restrictions on China's access to AI memory chips such as those made by Micron Technology and SK Hynix and equipment capable of making such semiconductors, as soon as next month, Bloomberg News reported on Wednesday.

The measures are meant to prevent Micron, and South Korea's SK Hynix and Samsung from suppling Chinese firms with high bandwidth memory (HBM) chips that are essential in helping run complex generative artificial intelligence programs, the report said, citing people familiar with the matter.

It was unclear what authority the U.S. would use to restrict the South Korean firms, the report said.

This could include the foreign direct product rule, or FDPR, which lets the U.S. impose controls on foreign-made products that use some amount of American technology, according to the report.

SK Hynix and Samsung extensively utilize technology from American firms such as Applied Materials and Cadence Design Systems.

Chinese companies need to stockpile HBM to holdover until a domestic equivalent is available. It’s pretty likely the export of HBM to China may get blocked.

US can force Netherland to add restrictions in the end

I believe the light source in the EUV machines are American (Cymer).

Whereas the DUV machines have a non-American light source option.
