How will US and EU counter the Chinese semiconductor industry on the mature nodes? Sanction, tariff, outright ban?

How will US and EU counter the Chinese semiconductor industry on the mature nodes? Sanction, tariff, outright ban?
1-The problem is that most of this "mature ICs" are going to be consume inside China, pretty much due localization efforts by companies and the goverment.
2- US and Europeans companies like TI, Analog Devices, Skyworks, Infineo, ST and so on they still sell A LOT inside China.

-If they put sanctions, China chip production companies like Naura, AMEC, Hawtsing, Pitotech, SMEE and so on they will take over the entire Chinese market in a few years. They are probably lobbying in secret in D.C. for more sanctions.

-If they put tariff or bans, first I dont think those really enforceable, chips are pretty much untraceable things, so will become too costly to really enforce. But even assuming they could, like I said before US and Europeans companies still sell a lot in inside China so will give the Chinese goverment an excuse to put their own tariffs and their own bans. If China put tariffs would mean that US and Europeans are basically obligated to manufacture inside China a move that will increase China capacity even more and in top of that will be very little benefit because China IC capacity is being consumed mostly inside, like I said. So i think US and Europeans companies are lobbying against that.

US sanctions and exports controls are backfiring, has pushed Chinese companies to localize which in term pushed China IC manufacturing capacity, something that these know nothing Think Tankers didn't saw coming but everyone with two working neurons in the industry did.​

Why is China not buying advanced Nvidia chips through black market? I assume anyone can buy an H100, ship it in their suitcase no?

I keep hearing Chinese companies ordering downgraded Nvidia chips. No point doing it if blackmarket Nvidia chips should be easy to get.

The Western aligned countries basically have depreciated factories. For China to be able to compete it needs massive government subsidies. It is as simple as that. I think a lot of the older 200mm capacity factories worldwide will likely close down eventually due to price pressure.

The West could just stop servicing the machines they sold and stop selling chemicals and materials to China. This will basically cripple Chinese semi production for years (maybe 3 years) until China makes its own production facilities.
But China already preempted this with their gallium and germanium export limitations. It is basically a warning to them that there will be retaliation with economic effects against them in case something like this is pursued.

This is true. But localization still isn't proceeding at a rapid enough pace.

You could do this for a small installation. It is being done. But for large installations, like on the main Internet companies in China, this simply isn't viable.

Who told you they are not getting h100 from black market or cloud? lol, I can assure you it is happening.

but are you going to smuggle you 100k for bytedance in one year? Because that’s the kind of scale we are dealing with here for hyperscalers

chill out, Chinese market will be dominated by huawei soon enough.

Ironically is probably China has more of those still working than Europe and the US, they have fabs still working from the mid 90s and early 2000s. I think only other Asian economies have more,

That could have worked half decade ago, now China has stream supply of materials, consumables and even components to keep these fabs working, especially 200mm fabs. So I don't think is even possible. Maybe for really advance nodes and even then they will found ways.

Is probably that China put counter tariff and ban on Western ICs

Can it sanction all products that contain Chinese chips? It will be a wide ranging ban.
