The Western aligned countries basically have depreciated factories. For China to be able to compete it needs massive government subsidies. It is as simple as that. The West could just stop servicing the machines they sold and stop selling chemicals and materials to China. This will basically cripple Chinese semi production for years (maybe 3 years) until China makes its own production facilities.-If they put sanctions, China chip production companies like Naura, AMEC, Hawtsing, Pitotech, SMEE and so on they will take over the entire Chinese market in a few years. They are probably lobbying in secret in D.C. for more sanctions.
-If they put tariff or bans, first I dont think those really enforceable, chips are pretty much untraceable things, so will become too costly to really enforce. But even assuming they could, like I said before US and Europeans companies still sell a lot in inside China so will give the Chinese goverment an excuse to put their own tariffs and their own bans. If China put tariffs would mean that US and Europeans are basically obligated to manufacture inside China a move that will increase China capacity even more and in top of that will be very little benefit because China IC capacity is being consumed mostly inside, like I said. So i think US and Europeans companies are lobbying against that.

But localization still isn't proceeding at a rapid enough pace.US sanctions and exports controls are backfiring, has pushed Chinese companies to localize which in term pushed China IC manufacturing capacity, something that these know nothing Think Tankers didn't saw coming but everyone with two working neurons in the industry did.

That could have worked half decade ago, now China has stream supply of materials, consumables and even components to keep these fabs working, especially 200mm fabs. So I don't think is even possible. Is probably that China put counter tariff and ban on Western ICsBut China already preempted this with their gallium and germanium export limitations. It is basically a warning to them that there will be retaliation with economic effects against them in case something like this is pursued.
