At this point even if all tech restrictions were lifted, China shouldn't stop. They already put so much money so they might as well go all the way to develop these firms. And it might be better coz local firms can tailor make their stuff the domestic needs more easily.
It will be a nonsensical decision if they do, fool me once shame on you, fool me twice shame on me. And also the Gov't would not stop until its goal of self sufficiency is achieved.
