Lawler’s Remote Access Security Act Passes House
Washington, D.C. , January 13, 2026
Yesterday, Congressman Mike Lawler (NY-17) released the following statement after his Remote Access Security Actpassed the House. This critical legislation closes a loophole in U.S. export control law that has allowed Chinese Communist Party aligned companies to access restricted American technology through cloud-based services.
“As the laws and regulations are written, physical export controls do not apply to remote access of items. Our export controls are only as strong as the weakest link, and right now, the CCP has a real tool to sidestep these prohibitions. We need action now. My bill defines ‘remote access’ and adds remote access provisions into existing law by providing the Commerce Department with the authority to regulate controlled items through the cloud and finally close this loophole,” said Congressman Lawler.
The Remote Access Security Act received a 369-22 roll call vote on the House floor in addition to unanimous support in the House Foreign Affairs Committee during markup, passing with a vote of 51-0.
Congressman Lawler is one of the most bipartisan members of Congress and represents New York's 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties. He was rated the most effective freshman lawmaker in the 118th Congress, 8th overall, surpassing dozens of committee chairs.
