I doubt that SMIC will fullfill Russian chip orders. It could get them further sanctioned. Maybe in the FinFET factory, since that can't be more sanctioned by the West than it already is, but that factory probably is already working at capacity.
Fulfilling Russian chip orders would likely need to happen at 100% Chinese production lines.

Russia will probably be moving machines into their own 28nm test factory this year. The fab building was capped last year.

Where are they sourcing from?

They will probably smuggle them in from wherever. Not necessarily China. If they haven't already that is.
The Germans also sanctioned the Russians from buying gas turbines for Crimea a decade ago. Didn't stop the Russians from buying them in the second hand market and installing these themselves.
This is a small 28nm test facility so they won't be needing that many machines to begin with.

no direct relation with Chinese semiconductor news but still its very important to see the trend.. USA is unable to produce cutting edge chips. they have lost it.

The winner is Intel the favored Child, the Koreans are clever, they don't want to be harvested unlike the stupid Taiwanese who did.

The DoD scrapped the money it was going to give to Intel. If the US government gives them this money from the Chips Act funds it means less money to the other participants.

The US government is figuring out that semiconductor funding is an expensive pleasure. The price of a factory with the latest process doubles every generation. To continue at the leading edge requires continuous funding. The US market size alone does not justify building a competitive fab with enough capacity either. You will have to build a smaller fab with bad economics. And that's without considering the many other factors which make semiconductor fabrication in the US less competitive than in Asia.

There might be a semi conductor bubble since the US is forcing uneconomical factories to be built in the US. Only China has a legit reason to build up semi conductor factories since they are constantly be denied access to semis.
