This is America's best chance to end China, of all the scenarios this seems most strategic and most asymettric and the strategy that seems most able to succeed. Which is why I believe the US will do this within the next year or two at the most.
total cut off unlikely to happen with Biden, remember alot donor for the senate are business man. however, china need to rush it on the semi-cond front, you never know another trump or china hawk replace Biden in 2024 or later.

total lockout also hurt alot US economy/business, remember biden still need to elect 2024, alot business donor for WH/politician etc. also he already said he want different approach with china, likely want EU to join, and invest in tech etc. there maybe some selective targeting.

My other theory regarding this statement ASML will be able to supply DUV lithography systems to Chinese customers (including SMIC) from the Netherlands without an export license in addition to EUV lithography machines. Indicated that the EU will adopt an independent policy regarding tech, especially now that SMEE 28NM DUVL is about to enter the market. They will produce a fully European source EUVL that they can sell without the long arm of the US jurisdiction hampering that effort and I think at present its doable Japan Gigaphoton had produce a 250W LPP so maybe they can use that as a replacement.

SMIC yesterday announced an order with ASML for the purchase of ASML products used in the production of wafers for a total amount of $1.2 billion. Today ASML clarified this statement.
The Dutch equipment giant said that the purchase orders relate to an existing agreement for DUV lithography that was already entered into on January 1, 2018, and that would run originally until December 31, 2020, and which was extended on February 1, 2021, to be valid until end December 2021.
ASML said the total order amount was completed in the past 12 months between March 16, 2020, and March 2, 2021, totaling $1.2 billion.
ASML said this is not a material event for ASML, but it constitutes a disclosable event for SMIC under the Hong Kong listing rules.
EUV lithography is indispensable equipment for the production of 5nm chips. Shanghai Securities News quoted senior industry sources as saying that SMIC can buy almost all types of lithography machines, including DUV lithography machines, in addition to EUV lithography machines.

Earlier, ASML's CFO said in a video interview at an earnings meeting that if the overall implications of the relevant rules for AMSL are broadly understood, ASML will be able to supply DUV lithography systems to Chinese customers (including SMIC) from the Netherlands without an export license.
ASML is one of the world's largest manufacturers of semiconductor equipment, with its main business being the development and production of photolithography machines, and is an absolute leader in the world.
Specifically, ASML holds an 85% share of the high-end lithography market for processes below 45nm, and an absolute monopoly in the EUV (Extreme Ultraviolet) lithography field with a 100% market share.

SMIC does not have much choice right now if they want to have leading edge fabrication facilities.
Their intent was always to compete with leading edge in their market which is TSMC.

I think the Chinese government needs to put the proper incentives in place for more Chinese fabs to use Chinese tools.
@gelgoog I think the sanction itself is an incentive to go domestic and if the message hadn't been heard, learned and understand they deserve to go under and perish.

I think the Author of this CNTech Post article is a little confused about the EUVL.
ASML will not be delivering the EUVL to SMIC anytime soon. The earliest they will deliver is when China gets its own EUVL.
ASML could team up with Gigaphoton to supply China but i think the US will block such a deal.
SMIC has obviously placed an order for (6 units?) of DUVL machines back in 2018 and the delivery got delayed due to the sanctions placed on SMIC by the Trump Admin. These are probably the 1980i DUVL as the order was placed in 2018. I wouldnt be surprised if the DUVL is for the SN1 FAB that is currently under construction.
ASML also decided to supply more DUVL Machines after finding out that the SMEE 28NM DUVL is now commencing delivery to Customers.
ASML is obviously starting to panic.
China now has its own DUVL and eventually will get its own EUVL because of the threat of US sanctions.
China has to be grateful to the Americans.

Well, $1.2 B is nothing in a grand scale, I wouldn't too worried of it

Yes. Also (maybe I wasn't very clear about it), I wanted to suggest that SMIC is not undermining the government's policy of self-sufficiency in semiconductors.

The Western (and probably Taiwanese) media was attempting to fool us into believing that SMIC was sending $1.2 billion of new money to ASML, a Western company, and starving the domestic Chinese manufacturers. That is not true. The $1.2 billion has already been sent to ASML; while SMIC will be sending a bit more cash to ASML because the volume purchases have been extended, the Shanghai company is likely to have new funds to spend on local companies, thus helping them grow.

The US has had a history of blocking Japanese high tech exports. For example just a couple years ago Japan blocked the sale of composite materials for the Russian MC-21 airliner at the US' behest. While I think it's a good idea for China to split orders in order to deflate the ASML monopoly, Japanese tools aren't sanction proof either.
